Is that means experience after a degree AKA commercial experience and a degree?

Depends what context it's mentioned in but yes I would assume that means commercial work experience after your training/degree.

Probably experience after having attained the neccessary professional qualification - e.g. if you were an accountant, then this would be interpreted as 2 years experience after having gained your chartered accountancy qualification (which is 4 years uni, 3 years work).

Thanks guys, that is a IT job, so should be something like 2 years experience after relevant degree.
