You cant purchase a vehicle registration unless your car has a current WOF

You can transfer ownership without a registration/licence...but the new owner will be lumped with the fees.

The easiest way around this is to goto the LTSA website, hit DO IT ONLINE, click on "Exempt vehicle registration" and choose round 3-6 months, however long you think it'll take to sell.  It'll charge you for any unlicensed time up to todays date.  but the charges are so much smaller, roughly 1/2 of what paying for a license fee would cost.

I would do it this way, because it's honest if you want to change ownership to someone else without them being charged for it.  Then it'll only cost them $9.50 to transfer ownership and the rest of the car is their problem :)

but as said above, you can't get a rego without a valid wof, only an exemption

That seems to be in contradiction to the information at http://www.ltsa.govt.nz/factsheets/41.html

If you buy a vehicle with an expired licence label (vehicle licensing is sometimes incorrectly called 'registration'), you're required to pay licence fees from the date the NZTA is notified of the change of ownership.

That's right, if you buy a vehicle and it has registration fees owing and the owner disappears, then you get stuck with the rego fees as the new owner.

It's happened to me before :( it's apparently quite common
