I am hoping to write a little mobile app just as an exercise on a new platform - would anyone know if TVNZ or TV3 (MediaWorks?) provide some kind of API for their TV listings?

No. The method used by apps like tvGuide is to get scraped listings from places like XMLTV (at least until Sky TV sends a takedown notice).
