In my daily job, I see a lot of people with iPods etc who randomly cross streets without looking, and when I am in an area where I have to drive and there are lots of people using the same accessway, those listening to music half the time don't even realise that I am behind them.  I don't know how they could police this though, as technically they aren't doing anything wrong, apart from not hearing what is happening in their surroundings. Maybe volume limited mp3 players are the answer? Thoughts?

Common sense maybe..? Obviously there just aren't many people these days that have this very important factor..

I don't think it needs policing; people either choose to take care or they don't, if they don't then they suffer the consequences. We can't police / legislate away all risks or we will lose all sense of responsibility for ourselves and, as a consequence, for those around us.

heh... to be honest the title of the report is a bit sensationalist...
...here, in Serbia the majority of the car accidents involving the usage of cellphones are caused by male drivers... I don't see that much of females talking on their phone walking down the street, it's mainly men... also not that much of mp3 players listening people... but I must admit that I'm one of the few who likes walking down the street with my earphones dug deep into my ears... but I try to stay alert as much as possible...

...I'm sure that you have the same law as we do that says you can't drive and talk on the phone or drive while your radio is screaming its head off... but they tried to implement a law that if you are listening to music while walking down the street you must take one or both of the earpieces out when crossing the street so you don't endanger any traffic participant (lol?? what?? sorry I don't know how to express myself)
...needless to say- that didn't fly for long...

The first critical patient I saw during my primary health care training was a girl (runner) hit by a car on a road because she had an ipod on. Whats crazy is those drivers who drive around with headphones on!

Exactly what I was going to say. If they want to listen to music while walking on the roads then they have to accept any consequences that come their way as a result. But drives should also be careful. They should be on the watch for people, headphones or no headphones in.
