How safe is this and could this be considered URL dropping (SPAM)

And I am sure I don't need a excel spread sheet to tell me what why ideal job is

No not SPAM.... don't worry.
It's just an XLS file and I uploaded into this site so you can download it.

Not an EXE file so no virus or anything.

It's meant to be funny..nothing harmful. Trust me.

If you look at the top there, you just have to type in a number and press "Start Download"

Heard of Macro Virues? They are MS Office document borne (Word, Excell etc).
General rule of thumb is not to run unknown or untrusted documents with such executable content.

Office 2004 : Mac has this to say in its help:

About macro viruses
A macro virus is a type of computer virus that's stored in the macros in a document or template. When you open an affected document or perform an action that triggers a macro virus, the macro virus can become active, be transmitted to your computer, and be stored in a hidden document or other undetectable location. From that point on, every document you save can be "infected" automatically with the macro virus. If other users open infected documents, the macro virus can also be transmitted to their computers.
Microsoft Office doesn't scan your floppy disk, hard disk, removable media, or network drive to find and remove macro viruses. If you want this kind of protection, you need to purchase and install anti-virus software. However, Office can display a warning message whenever you open a document that contains macros. You can then decide whether to open the document with the macros enabled, or to disable the macros so that you can only view and edit them. A macro virus can only be harmful if it is allowed to run, so disabling the macros allows you to open the document safely.

Because of the fact that users of the hosting service get paid for people downloading their files, I am treating this as spam, although I will leave the file host base URL for those who want to see what the world is turning into. (But the link to the file is gone unless you wish to trawl the host looking for it....)

Well, I just wanted to share some funny stuff but guess it's just too hard.
Look you don't have to download it if you don't trust it ok.
