This may be a question that has been asked many times but I thought I would give it a go. 

I'm planning to buy a 50cc scooter, legally speaking a moped, to get to work as it is easier and cheaper than the bus.

I also like to play golf but haven't been out much since I sold my car about 2 years ago. So, is it legal to put my golf clubs on my back with the great backpack style harness and then jump on my hypothetical scooter to go the golf course? 

I can't see this as being anymore dangerous than riding with a large backpack, maybe safer as clubs aren't that heavy, but I can also see it possibly coming under the 'operating in an unsafe manner' section of the law which doesn't actually say you can't carry a BBQ on a motorbike but probably got this guy...

 

 Any thoughts?

It is legal as long as it is safe.

That guy in the picture has multiple issues, obscured vision is just one of them.

Your golf club bag has a backpack style harness? Would it not sit too low and the height of the clubs tend to push your helmet forward?

I haven't tried it but I don't think so as the bag would sit diagonally on my back with the foot to one side and the head to the other. It might be an issue leaning into turns but probably not at slow moped speeds.

Two straps but both are adjustable. When I am walking with it I have it hanging to one side but supported by both my shoulders as that is more comfortable, no waistband.
