Why do all the kiddie merry go round rides in the shopping centres have 3 rideable things but 1 will always be blocked off so kids can't ride it??

Some weird law?

I've talked about this before with my wife, couldn't get to a conclusion... Somehow they found statistics the odds are there is an odd number of kids wanting to ride (no pun intendend) so they make it more "profitable"?
