Will Deloitte pay the difference if it doesn't realize $163 billion of gains?

These types of reports are somewhat interesting but when you get involved in developing them you discover they are built of a small kernel of truth with so many assumptions and guesstimates that they are almost worthless. They are largely done for advertising purposes.

Deloitte have an agenda in producing this report, likely they want to sell services to either the government or the LFCs.

At every tuanz or RBI confrence I used to go to, deloitte or anz or asb would send someone along to do a half hour sleepy time presentation with numbers and economics stuff in it, explaining how expanded broadband = economics.

But i dont know what sort of services they would actually sell the government/LFCs or what their motivation actually is to create these reports or do these presentations.
