I dont want to see people calling a helpdesk because they "Pay" for up to 200Mbps speeds but only get 130 because everyone else pays for it too. (It's very hard to hammer into peoples head they DONT pay for exactly 100Mbps they pay to have that capability) and having the possibility of 200Mbps and getting 130 seems like your missing 35% of what you pay for. If you know what i mean from a service point of view.

I think this is where ISP's and their customers differ, advertising quite clearly may say 100MB speed, and in the fine print "up to" does this apply to payment terms, the customer will pay up to 100% of the price, would 35% be ok because I only got 35% of the advertised speed?
