considering this along with what you have said, i would have expected to see a 'bullet' cabinet.
if its a replcement of a resonalbly sized existing cab ( or like the 4 cabinets that make up WAK/B ) then the equipement space of a larger single or double bay whisper would take priority over the possible future residential blown fibre
Whisper cabs can accomodate blown feeder fibre (4/7/12 way 10/11mm microducting) - there just not predesigned for accommodating the ducting (26way 5mm) for local blown distribution fibre (12 fibres or less) - to do this a seperate blown fibre terminal is installed nearby instead of intergrated like the smaller bullet cabinet.
for more distant rural fibre distribution the large tubes/ducts can be accessed [along with the larger fibre count cables](at the pits along the route) and fibre joints or terminal inclosures can be added to access the fibre for local distribution at these points
