Don't get your hopes up too high. Your building, like every other one, has to go through the exact same process. The consent process isn't necessarily the time consuming part, the design and build process can often take a lot longer.
Cat5e is also a moot point, while it can be used in some situations now it'll be the exception, not the norm. There are still significant disadvantages in this process over running fibre directly to each apartment which will always remain the preferred solution.
We had 30 industrial units connected to UFB in Auckland - took about 12 months. Consent from Owners / Body Corp is a simple form saying it is okay to install and that everything will be reinstated after work finished. Just tell owners that it will increase value of the property and it will not cost them anything - easy sell.
Then you have to wait until contractors available.
Our install was a complicated install with lots of open trench work involved and sure it was put off due to not wanting the drama but lots of installs can be straight forward with cables thrust underground (as long as existing services or rock do not get in the way.
Have heard of installs being done within a few weeks. Just keep in touch with your provider for updates and you may get lucky.
