We only use one at Vodafone. EUBA 0. Committed information rate was my hunch but didnt know for sure. We also have the profiles that limit to 1m/256 ETC.
The number is the CIR value to support a VoIP call with quaranteed QoS, hence the options matching bandwidth requirements for G.729 and G.711a calls. These profiles were originally created when Telecom was in the early stages of their IMS replacement project to replace the PSTN.
