so the problem is the line between exchange and property, not the exchange itself?

Sort of, the Conklin is in a cabinet on the side of the road, The issue is the speed restriction between that and the Exchange.
THe speed between your house and the Conklin is fine.

No, problem is between exchange and handover to ISP. It's like connecting up several high capacity fireman hose, but feeding them from a low pressure garden hose.

I get 1-2 bars on my phone, -99 to -110 dBm 1-7asu with mobile network type switching between UMTS and GPRS. Those are just values taken from my HTC One m7.

So if I'm understanding this right, a Conklin is supplied with a one or more 2mbps lines for backhaul to an actual exchange. And the Conklin supplies between 8 and 16 ADSL1 connections.

So if there is only one of the 2Mbps lines connected to the Conklin and you have 8 ADSL1 lines connected to that, you're going to get a top speed of 2Mbps on one of the ADSL1 lines if no one else is using he internet? That's insane.

From what Chorus told me so far there is some form of fibre coming to where the Conklin is situated. Can a Conklin be connected with fibre? What kind of fibre connection works at 2Mbps? If the Conklin isn't using the fibre did they put it in for future upgrades? Could they Use the existing fibre to instal a proper ADSL or VDSL exchange?
