You mean the empty duct they laid? My understanding is they lay and connect fibre to the cabinet, then each house has its own individual conduit laid inside a larger duct in the street that runs from the cabinet to your gate. After these conduits and ducts are installed they have to be tagged and labelled, and the records have to be entered into their database. That all has to take time and they have to get the tagging right the first time otherwise I can only imagine the chaos that would occur.
When you order the service, they identify which specific conduit runs to your gate, they then extend it to the side of your house, and attach the fibre ETP. Only after all this has been done do they finally install the actual fibre cable on your installation date. They use compressed air to blow a single fibre strand from the cabinet along your individual conduit, which pops out at the side of your house.
Most people assume that as soon as Chorus (or other LFCs) have excavated past their property, fibre service will be ready. The reality is that the excavation on the street is only a small (but visible) part of the process.
A Geekzoner from Chorus can probably read and confirm the above, but I am pretty sure I have it right....
