Is it really about consent? 

You are probably at the stage where the delay is there being too many install requests at the moment. My brother is trying to get UFB his his place (an MDU that has already had UFB installed so no worries there) and was told 8-12 weeks for them to have a spot open to do the install.

The bare facts:

Electricity lines company Wellington Electricity has agreed to allow network company Chorus to hang fibre-optic cables off its power poles without having to ask for permission each time it makes a connection.

Chorus spokesman Ian Bonnar said the company had agreements with other lines companies around the country that let it access power poles automatically. But the deal with privately-owned Wellington Electricity had only just been struck.

Wellington Electricity service manager Brendan Drysdale said that when UFB connections were running at 200 a month in the city, the original processes had coped well.

"As the demand for fibre becomes mainstream Chorus has recently revised its forecast to upwards of 600 requests per month for the next couple of years."

"What we have recently allowed is for Chorus field contractors to access our network without the need to obtain a close-approach consent each time, provided certain [health and safety] preconditions are met."
