The workmen you spoke to should never have said it was possible to change the configuration on the street, because it's certainly not that easy. I rather suspect they just agreed with you to avoid confrontation, because at the end of the day, they are paid only to lay the network as per the plan in the quickest possible time. They don't have the authority to make changes to the plan at all. The fibre routing on the road is pre-defined and cannot be changed unless they down tools and send the entire street back to the network planners for a redesign - which costs huge amounts of time and money.

Chorus (as opposed to Enable) Actually do have a process for making on the spot network changes.

My next door neighbour orders fibre. Problem - Chorus installed the original service lead for their property in the wrong place. Meaning that the only way to connect it to my neighbour is to dig up and trench under the part of my driveway that crosses council land. I grant permission to dig up the drive - as the drive is in poor condition anyway. I started telling the contractor where the other underground services are. He was asking if there are any gas pipes in the area (there are none). And I was telling him about the dodgy power cables, that he would have to dig closely to. I also told him about a section of the street fibre ducting that is close to the surface.

He then said that he can actually make a new connection to that ducting, and avoid the need to dig up my driveway, and the need to dig close to the dodgy power cables. He phoned someone at Chorus, who then gave a verbal approval on the spot to proceed with the network modification. The modification consisted of reassigning one of the spare microducts to my neighbours property. And assigning the neighbour's original microduct to my property (my section size is large enough to subdivide as of right, so a reasonable chance that that duct will get used in the future) Then just installing a new tap off point into the main microduct bundle to run a new leadin to my neighbours house.

Neighbour still had their install completed that day. So in effect, a network redesign was scoped, planned, approved, works carried out, and original install completed. All in 1 day.
