It's a power company, being a telco is just an extra piece of the pie to pad with really..

 

IMO, if your son really is a professional player, get a connection with one of the larger providers that look after their links, and possibly look at something that isnt best effort residential. 

 

 

 

Doesn't look like that server is an official server, it's one of the PacificES boxes. Would not surprise me if they sometimes get targeted for attacks (so might not even be provider end) and being OVH, they are decent but often rack their links heavy to stay cheap.

OVH has got a tool and we can see that their Network is not overloaded at all in Sydney: http://weathermap.ovh.net/#apac

 

Also, to test my bandwidth, I usually use their speedtest server: http://speedtest-syd.apac-tools.ovh/ It works well for me.

I've been experiencing the same frequently over the past week, in Christchurch on Bigpipe gigabit fibre. A lot of ping jitter that I don't usually see, and definitely had what feels like (for want of a more precise measurement) packet loss in online games to australian servers recently, particularly world of warcraft and league of legends. Just lag spikes here and there where everything is freezing and rushes to catch up 2-3 seconds later.

 

 

 

Will try and post up some measurements later tonight and see if its the same sort of thing you are experiencing.
