4-6 appear to be fibre splicing enclosures/trays. I'm not knoledgeable enough to be able to tell if they are intended to be usesd together (e.g. all on the pole) or seperage (e.g. one for the pole, an ETP and the ONT tray) but no doubt someone far more knolwedgeable will come along shortly.
I can't see those parts costing that much, so I suspect most of the cost will be in the labour. Given that an 'in scope' UFB install can cost several thousand and as others have said NGA costs can be well into 6 figures, 13k doesn't seem to unreasonable. You could always ask if you can do some of the labour (e.g. trenching) to reduce the cost.
