you are getting confused that this is Napier. From Auckland to Napier the round trip ping will be more than 4ms (more like 11-12ms) - this will NOWNZs BNG in Mayroll Drive Exchange, From there it is taking a trip across the Tasman at about 35ms which is about right

Try ping a site directly on the NZIX (for example) www.trademe.co.nz

Auckland - Napier is around 4.5ms RTT as the photon flies (i.e. in the fibre. 560km). Ping time will be somewhat higher than this, but shouldn't be anywhere near 12ms (which would get you at least to Christchurch).

Because a lot of routers are set to not respond or to de-prioritise the ICMP ping packets. Their job is routing traffic, do don't want to use extra resource responding to pings. For the same reason you get what looks like a high response time from some intermediate routers.

If you can run it, then I strongly recommend Layer 4 Traceroute, which is dramatically faster, and uses TCP by default, so you see where your web traffic is actually going, which is often not where the ICMP pings are going, plus you will see hops that ignore ICMP echo.
