@Wilder I see you've been active on here a few times today yet no updates. It is important you provide this information as there are a whole lot of industry professionals on here (one of which works for an ISP you stated has issues) who would love to see this solved.

wondering if we've missed a few steps here.
open up cmd (click on start type cmd)
then type
"tracert xxxx" where xxx is the ip address of the game server (it should be shown in the game, just copy and paste it).
Then paste the output (will look like the below (I've used google dns server as example)
Tracing route to dns.google [8.8.8.8]
over a maximum of 30 hops:
1 <1 ms <1 ms <1 ms [192.168.2.1]
2 3 ms 2 ms 6 ms v1.akfor-bng1.tranzpeer.net [101.98.0.129]
3 86 ms 29 ms 28 ms 72.14.195.229
4 30 ms 26 ms 25 ms 72.14.195.228
5 25 ms 44 ms 27 ms 72.14.235.55
6 24 ms 25 ms 26 ms 142.251.252.205
7 27 ms 26 ms 39 ms dns.google [8.8.8.8]
Trace complete.
Can you also try to ping the game server
in the cmd window still
type ping {IP ADDRESS} -30
and paste the output at the end (this will let us know if you have packet loss)
Ping statistics for 8.8.8.8:
Packets: Sent = 30, Received = 30, Lost = 0 (0% loss),

The lack of a reply suggests the OP is unable to back up their claims that the ISP is at fault.
Geekzone is a wealth of knowledge and with qualified network engineers and ISP support staff lurking to help out people with suggestions on how to improve the setup of their own network, as even @michaelmurfy commented, its generally 95% of the issues are on the customer.
Maybe close off this thread now, as I can't see any more comments that will add value in addition to what has already been said?
EDIT: Typo

I have been reading this thread this morning. The OP says
I have 5k-6k hours on csgo and I have tried different settings, different accounts, two ISP'S in Auckland, problem remains.
The OP also said
I have tried different gaming cafes and the issue remains.
Are these gaming cafes using the same ISPs? Which ISPs have been used? What about the tracing information?
I don't think it's the OP network or any ISP but the service the OP is trying to use.

then surely it has to be the game server?

Or configuration error due to not using the correct launch parameters.
Fun fact, there was a time(I haven't touched FaceIT in a VERY long time) where if you did not manually update your tick rates client side it would feel absolutely jank and would look like you're "lagging".
Adding +cl_updaterate 128 and -tickrate 128 would fix this (by default it is 64 on the client and servers can choose NOT to force updated tick rates) as it's running what the game server is running.
Source engine is a beautiful mess sometimes as whilst it is my favourite engine, it's networking part is a bit interesting.
It also has commands to introduce fake lag(hidden behind cheats)
Ramblings from a mysterious lady who's into tech. Warning I may often create zingers.
If I am not mistaken, (I dont play these types of games, infact not a gamer of any type) but these servers are in AU? the OP mentioned 30mS ping times
Assuming that, I dont understand what ISP related issues there would be, all NZ ISPs have pretty direct routes to AU, its not a convoluted path compared to say heading for an EU server.

Should this be locked? If the OP doesn't want to provide the necessary information to get assistance on here it's a bit more of a soapbox thread, isn't it?
