But I would really suggest pushing your neighbours to agree to fibre, you are working with our of date technology here

I think the only solution is to pursue fibre aggressively.
We were stuck on terrible VDSL for years and years as we were one of the last streets in Auckland to for the rollout to reach (according to the fibre map). VDSL gave us a 20 mbps download, but only 1 mbps upload, and that connection dropped out for a few minutes every hour or so on average. We had a master filter thingy installed, it was still terrible.
If I ruled the world a non response would be an acceptance in all cases. Even jury trials don't have to be unanimous.

2) There may not be much i can do to help, especially with absentee landlords. But if you can flick us a DM with your address I'll take a look and maybe, just maybe i can give some more insight/suggestions. Also pretty keen to see what Spark have actually done to fix the VDSL, network wise.

yes it's rather easy a few scotch loc things and match the colours.
If you don't use the land line, it's even easier as you don't need to wire up that end.

I know wireless isn't as fast as a good VDSL 2 connection, but surely wireless would be better than what you have if you can't get fibre?

Given the attenuation figures the cabinet is 2 km or so away. Given that, installing a master splitter filter to isolate the internal phone wiring in your house and provide an unfiltered cable run to the modem may help. Plug in filters are for phones, not the modem and can not possibly help other than to isolate DSL signal from an analog phone. An unfiltered alarm panel connected directly to the line may also be causing disconnections.
I do have an alarm system but it has been disconnected the whole time I've owned the property. I think it's either super expensive or impossible to reconnect, don't remember.

Isn't wireless broadband an option? Despite the comment above it can and will be sometimes faster than VDSL, depending on the coverage.

100% correct, and been a Spark connection it will still be Jumper'd to the NEAX producing a disconnected tone and voltage down the line when the alarm takes the phone "off hook"
Be interesting to know where in Lower Hutt they are as NEAX decommissioning is already taken place there (so possibly Naenae or Petone)
