The newer models (300 and 400) do; 100s and 200s don't.
The answer is indeed to raise a fault with your RSP.
While technically the ONT can be moved to re-secure the screws, Chorus do NOT recommend doing this as any damage caused to the ONT or cables could be charged to you.
When you speak with your RSP make it clear you have just moved in and found the ONT in this state, and again make sure the tech is aware of this.
There should be no charge passed to you.

That was our experience with Tuatahi and our fibre found cut at the ONT after moving in. Orcon suggested there'd be a charge but couldn't confirm either way. I wasn't charged.
