Again. You need to explain what your setup is and answer all questions including testing from different devices. We don't know what your setup is and what other troubleshooting you've done...
Include a traceroute to 1.1.1.1, 8.8.8.8 and perhaps the host you're having difficulties with too.

My router is Asus RT-AX86U, below are tracert results. In brief, was having speed issues(slow downloads from various sites including OneDrive) after moving to Contact, upgraded plan to Fax Fibre test on 26/06, no change in download speeds, downgraded to Fast Fibre & speeds improved & have been great until this morning, now again slow downloads from various sites including OneDrive & ubuntu NZ mirror & speedtests now show around 270/90. Been doing daily speedtests since 26th when it improved, always got 320+/110+ so something definitely changed this morning.

Yes tried from multiple devices.
Is it possible that there is some throttling going on with file downloads? Upgrading & downgrading the plan(was done yesterday) has improved speedtest results, now getting 320 down always regardless of which NZ server I choose but file download speeds are still very slow. Getting full speed downloads with vpn connected, same with OneDrive downloads & sync.

Can we get a link to that Ubuntu Mirror?
Would be good to know which mirrors you're testing against. Is it also all downloads or some?

Nothing wrong with the mirror itself. Runs at line speed on Quic.

Can someone test from this mirror too, I know it's not NZ but I was getting line speed previously from this mirror too?

The First link is sweet 165 MB/s whole thing takes about 30 seconds
that second link is pure dog 💩 slow as anything 300kb/s 😂

The Ubuntu mirror appears to be going via Hurricane Electric who do rate limit. But thankfully we’ve got local mirrors.
Im still thinking you’re got something iffy with your setup. Boot into Linux and test by that.
