If you are a pretty switched on cookie and have previous telco/ISP experience in similar positions (and there are individuals out there) you could preform many of those tasks and functions yourself. Unfortunately you would need to have a 100 hour day to try cram it all in, even then once you actually start getting a customer base you are not going to be in a feasible position time wise.

Hardware/software wise you can get by on the cheap too if you are just looking at this from a proof of concept POV, the killer will be the fixed reoccuring and one offs for network services.

the 'virtual' ISP is the way to go for sure if you're starting up : take a look, its not that hard but you have to be serious! http://www.maxnet.co.nz/managed-services/wholesale_solutions/isp_services.php

Serious question. Can one provide ISP services via Wireless, if you have physical access to a telephone exchange? I was asked this by a company who has the telephone exchange in their server room (literally), and are looking at providing some form of broadband to customers a couple of K's away who would be willing to pay. They haven't talked to chorus just yet.
Obviously some kind of directional antennas would be used, but as for the hooking up to the exchange, is it even possible?
