Another offshore option that I've had experience with is www.jodohost.com
They have some very reasonable prices and are perhaps a little more realistic with their offerings (no 'unlimited space, unlimited bandwidth!!!1111' type stuff that you often see attached to very cheap plans at other hosts.. sometimes gotta wonder how that can work lol).
Not sure if you're after Linux or Windows hosting (you may have said already sorry, I'm just here briefly), but their entry level plans are USD$6.95/$4.95 for windows/linux respectively, and you do get a good amount of resources. (http://www.jodohost.com/windows.asp for windows, http://www.jodohost.com/linux.asp for linux plans).
Before I went to my VPS I signed up with them for some windows hosting as I wanted a place for a bit of ASP.NET development I was doing. I was probably with them for about 2 years, never had problems with downtime, their support was helpful and timely (only used it a couple of times for some fairly minor issues).
I actually moved *from* Dreamhost to Jodohost now that I think about it. I wasn't overly happy with the speed I was getting from Dreamhost at the time (2+ years back now), of course I also needed somewhere with Windows hosting for the .NET stuff, hence the change. They were both alright hosts for entry level shared hosting, I do think I preferred Jodohost over the two looking back (In saying that, most my work is in .NET these days ). Not to say Dreamhost was bad though :)
Yes unlimited is a concept that gets users to join in. More than likely you wont use more than 100GB of bandwidth a month anyway. The point that I like about "unlimited" hosting is that they simply cannot charge you overage fees.
Anyway, another option is going with godaddy.com hosting. Their lowest size plan is $4.99 USD/mo ($7.01 NZ$)

and I sure as hell know that godaddy is reliable and they wont go out of business, or put you on a crappy server ;).
If you purchase 1 year its 4.49/mo (6.29 NZ$) which saves you a bit, comes out to a total of ~ $75.5 NZ$/year
If you want something reliable, and a company that wont throw you on a server full of 10000 other users, I would probably suggest going with goadaddy.

They're operated by Net24 who seems to be a fairly solid hosting company based in Christchurch. (http://www.net24.co.nz/). I haven't used them for hosting personally though so I cannot speak for their services, although I have only heard good things. Could be worth checking out.

I used to adminsitrate a website hosted with godaddy last year on this exact plan. It may not be 10,000 users, but its a massive amount when i last checked.
Logon to godaddy using SFTP (or SSH if you're that way inclined). Go up to /home/. Then they catagorise accounts by name, eg if your account name is davidc then your home directory is /home/d/a/v/davidc/www/. JamesH would be /home/j/a/m/jamesh/www. You get the drift. Just browsing through this for a while you can see how many people are on your box - it certainly isnt a small amount.
So yes, while it was reliable as expected, service was a pain because support were often slow to reply and you cant really call them up (even though i had to call on skype to the USA to get SSH enabled). And speed wasnt that great, database lookup speeds were average and loading times werent amazing.
So yeah, they are cheap but you get what you pay for pretty much.
Pretty set on 3Bit Solutions for hosting, and 1stDomains for the domain name - who i hear have $20+GST tuesdays. Its more expensive than going overseas but i know that it'll be fast and good service.
Oh and lastly, for anyone wondering why im making such a big deal about such a small scale website, its because i like to be able to go back to the same company again for other services or recommend them to other people if they have been good.
