Open a command prompt by typing in "cmd" into the Run/search box - then type tracert www.thesiteyouwantocheck.com

Hit enter and its away....

Back on topic, no Internet in New Zealand is not censored. There's an Internet filter put in place by the DIA, but (they say) it's only to filter access to child pornography content.

Also the majority of IPS's in NZ will also 'null route' dangerous or mallicious websites if they are causing widespread problems (doesn't seem to be the case here though). There have been a number of cases of this eg fake banking sites etc.
