Is there a regulatary body whose door than I can knock on so that they give Telecom a poke in the eye and advise 'em to go and have another look ( with the remaining good eye, I would assume .. )

Yes, that body is the government who have seen fit to take a long time to promise the world, and as of now still deliver nothing.
....
in the meantime, find someone within line of sight that can get it, buy some wireless bridges and get a connection installed at theirplace and bridge to it from yours.

Agreed. I was more thinking along the lines of all these ADSL to ADSL2 upgrades - what do Telecom do with the old ADSL stuff ? Can they deploy the older ADSL product into semi-rural exchanges as an interim measure ?

I have no line of sight to ANYONE close. Hills and tree-belts hinder anything like that. I could cut a thin line of sight gap thru the trees, but there a quite a few mature natives (trees that is ) in there. Ethernet would be the way to go - it's good for 100 meters ....

The problem is if you are on one of the old conklins, and its full, they are not likly to want to put any more in since it is a dead end technology with the whisper cabinets doing basically the same thing but so much better.

My understanding the conklins were much smaller capacity, so who knows if they will even upgrade it since there clearly is not that many customers around in the area. You will just have to wait and see what whoever wins the tender for your area decides to do to provide broadband, assuming you have not moved out of frustration in the interum.

Fascinating discussion here ... looks like its a bigger issue than first realised!

How do I go about doing this ... just dial 123, and ask for my phone line to be jumpered to MSY/F ? And then ask for BB to be connected? Sounds too easy!

Cheers
Gary

Yes, sounds too easy - but alas it is not.
It really depends on where all the cables run, and if there is a possibility to cross you onto a cable from this cabinet. In the end, the answer may still be no; but certainly worth escalating further up to find out.
If you want any help with this, I can put an order through WorldxChange and see how we get on; else phone which ever ISP you want to go through and see if they can investigate it for you.
