In which case you're just on their standard DOCSIS3 cable network. You don't actually have fibre coming to your house.

Okay, well, whatever. It's 50 megs, cheap, and not capped. Which is a lot more than I can say for my parents place. Until 2019 it seems...

Dont expect the capped bit to go away anytime soon, maybe by 2019, but dont hold your breath, you may have noticed with your time in UK that both Oz and NZ are at the end of a long culder sac, the insentives and cost to take traffic down dead end streets does not equate with what is seen elsewhere on the planet.

25quid a month for a 50Mb/s uncapped is not bad.

What happened to all the fibre that Clear Communications laid in Auckland suburbs in the late 90's?

At the time it seemed like the future was ready to be switched on in a month or two. Just shows how far behind we are..

Depends exactly what the fibre was laid for. There are vast fibre networks around NZ from a number of telcos.

Just because there is fibre in the ground or running past a house doesn't mean it's of any use for FTTH due to the different architecture of the networks.

Just to clarify to the op
Your parents on bluff hill will have fibre running to their door within the next 4 years. Exact dates havent been announced yet, but napier is where one of telecom's main exchanges are so I would assume they will be building here within a few years of beginning of the UFB project.

Most urban centres (napier included) are getting government funded fibre to the door over the next 10 years, and in Napier, Telecom has the contract to build and run the network.

With regard to speed - two tiers avaliable. Most will be on a 30mbit or 100mbit plan for around NZ$100 per month including phone and broadband. I dont know what the gigabyte caps will be, but I would expect 50gb of data in such a plan. 20gb is the standard plan here at the moment, with $1 - $2 per gb overuse but with pacific fibre coming online around half way through the urban fibre build, those 20 gigabyte base packages should be increasing rapidly as southern cross drops their pricing compete more.
