Maybe Vodafone gets more media coverage because it has the money to do things quicker than Orcon (ihug got some actual equipment in the exchange while orcon had only a painted metal face plate)
I'm sure everyone would be happy to join orcon for a 24Mbps connection with 10gb of international and free national traffic for less than $42.95 but I wouldn't hold my breath

My son had the phone put on at his place on Sunday took Telecom 20 minutes to connect and as soon as he got his phone number and account number from Telecom he was straight onto signing up with this offer from Orcon. As far as I know he has not had contact with Telecom since.

This is correct. You shouldn't have to tell your losing provider at all that you are moving off them for phone or DSL services. The loosing provider will get notified automatically via Telecom you have moved off the old provider (should normally) stop billing you.
