How about including 3g networks? 3g is often cheaper and easier to get connected to than DSL for light users now days.

Well yeah- it'd completely vary by how close you are to a cellphone tower etc.
The issue is to understand what is useful, best average speed doesn't excite anyone except the journos, the best idea so far is frequency of achieving a specific threshold. ie the result has to be something that users value, and that is more likely to be "how often do I get great/good/OK service?" and interpreting that is the key.
