How about including 3g networks?  3g is often cheaper and easier to get connected to than DSL for light users now days.

Well yeah- it'd completely vary by how close you are to a cellphone tower etc.  


The issue is to understand what is useful, best average speed doesn't excite anyone except the journos, the best idea so far is frequency of achieving a specific threshold.  ie the result has to be something that users value, and that is more likely to be "how often do I get great/good/OK service?" and interpreting that is the key.

I agree with this.  At my home I can't use 3g reliably.  (2 second pings drop outs etc)

At my previous location it was fast (400k/sec or something I seem to recall), but 80 msecish pings.  

Although it got slow if doing multiple things at once easily.   I suppose you'd have to tie in to GPS data?  Also if you use 3g and drive around, some areas will drop out.
