Playing devils advocate here it is always possible that the car had a mechanical issue (e.g accelerator stuck under carpets) so not necessarily an idiot. Plenty of old ladies accidentally slam on the accelerator instead of the brakes, have slow reactions, and cause serious damage.
That said, this particular incident happened out West, so I think we can make some fairly safe assumptions about the driver being at fault

Too bloody right! You don't just 'wander' over a cabinet like that. The prick who did this was obviously speeding.
Hope he (or she) gets the full replacement bill as well as paying compensation to all the residents who are now without critical services.

But most other things placed roadside that are likely to get hit are mandated to be safe - for example, street signs and metal light posts are designed to break away, concrete power poles are designed to crumble, all in order to prevent deaths where possible. Severe injuries cost the country a VAST amount of money.
I think we can all agree the motorist was totally at fault here, but lets not be bloody stupid either, you're still saying you would prefer humans to be maimed or killed so you can keep jerking it to internet porn.

whereas if it happened on the north shore it'd be a malfunction with the car?
if people slam on the accelerator instead of the brakes they shouldn't be driving. and if they think that hard braking is the best solution when losing traction in the rain, then they're just going to slide.
if it really is plenty then some kind of education and testing should be done. are woman worse then men at driving as they advance in years?

InstallerUFB: If a Yr1/2 Chorus UFB cabinet got bowled there would be more damage and take longer to fix than a FFTN cabinet in respect that apart from replaceing the physical cabinet (depending on how hard it was hit ) which has to be done from below ground and built up in layers, each of the 26way microduct tube bundles would have to be cut and a section replaced (depending on strenching - they are clamped to sections of the cabinet base) this needs to be done before the cabinet can be reassembled. only when the cabinet is all back together can all the working distribution fibres be reblown to the houses and spliced back in at the ETPs
