What makes you so sure that those 48 pairs aren't in use?
Maybe the fibres have been used to connect other entities.
It's a country road which goes towards a dead end.

Even if there is a fibre unused, in order to break out for @MichaelN they have to:
The pit + enclosure alone will probably exceed $10k (I guess)
Note that since the remaining length of that fibre is now useless, it's probably reasonable to charge 1/48 of the cable cost (x the remaining fibre distance) as an opportunity cost.

fun fact, only half the fibres go as far as that cabinet ;)

Maybe you should ask Chorus for a cost breakdown, then you can see how much the run of fibre is seeing as that seems to be the only thing you're fixated on

then he will be back to fixating why he should pay anything for the gpon equipment...

what a vicious cycle to be in
His reaction isn't unreasonable. Basically, he's faced with the fact that as the first passenger on the bus, he gets to buy the bus (and then pay bus fare 😀 )

Sure it is. He won't be buying the entire bus, even though it's likely he is the only one riding it.
I have changed the subject on this thread as it does not accurately reflect the topic.
People should be more careful when creating thread. Soapboxing is against the FUG.

Having been in a similar situation recently, so I have to admit that I can see where the OP is coming from and why he is frustrated and questioning the costs.
While not identical to the OPs situation, at a high level - we needed/wanted Chorus fibre (non UFB) in a non Chorus UFB candidate area to a site that was not served with their fibre. The closest pit was 100m+ away.
We had a quote come back for the build, eye watering. After quizzing them around costs, time frames and a bit of negotiation including completing all in-boundary trenching ourselves, fibre was trenched down the road, pit installed to meet out trench/ducting and service was live for less than 1/2 the original build quote!
Maybe Chorus will do you a deal if you negotiate with them?
If they agree, get out there marketing 'your' UFB service to other business and homes in Norsewood.
If you succeed in your marketing, you will get more than half your money back

- You will pay Chorus' asking price
- They agree to connect other customers in Norsewood to the GPON infrastructure you have paid for, for a set fee for a set period - say six months
- They agree to rebate you an amount - say $500 - for each connection made to that infrastructure, up to a maximum - maybe $30,000
If they agree, get out there marketing 'your' UFB service to other business and homes in Norsewood.
If you succeed in your marketing, you will get more than half your money back
Others have tried this sort of deal and it doesn't get any traction. In any case it's not my core business.
