Even if there is a fibre unused, in order to break out for @MichaelN they have to:

Dig a pit and put in an enclosure
Cut the entire cable
Splice 47 of the 48 fibres back through the enclosure
- Which adds a small amount of attenuation, which may nevertheless be significant
  - And let us pray they aren't using Raman. (Do not look into cut fibre with remaining eye)
Drop that cable off at the customer's site.

The pit + enclosure alone will probably exceed $10k (I guess)

Note that since the remaining length of that fibre is now useless, it's probably reasonable to charge 1/48 of the cable cost (x the remaining fibre distance) as an opportunity cost.

Sure it is. He won't be buying the entire bus, even though it's likely he is the only one riding it.

Speaking for myself, I would not consider an install cost in the 5-figures to be unreasonable.

It's where this is at within the range which is absurd.

Having been in a similar situation recently, so I have to admit that I can see where the OP is coming from and why he is frustrated and questioning the costs.

While not identical to the OPs situation, at a high level - we needed/wanted Chorus fibre (non UFB) in a non Chorus UFB candidate area to a site that was not served with their fibre. The closest pit was 100m+ away.

We had a quote come back for the build, eye watering. After quizzing them around costs, time frames and a bit of negotiation including completing all in-boundary trenching ourselves, fibre was trenched down the road, pit installed to meet out trench/ducting and service was live for less than 1/2 the original build quote!

Maybe Chorus will do you a deal if you negotiate with them?

You will pay Chorus' asking price
They agree to connect other customers in Norsewood to the GPON infrastructure you have paid for, for a set fee for a set period - say six months
They agree to rebate you an amount - say $500 - for each connection made to that infrastructure, up to a maximum - maybe $30,000

If they agree, get out there marketing 'your' UFB service to other business and homes in Norsewood.
If you succeed in your marketing, you will get more than half your money back

Others have tried this sort of deal and it doesn't get any traction. In any case it's not my core business.
