It's taken a long time but there is a now a document detailing the processes for installs in apartment buildings which takes effect from 30th May 2013. Basically installs will be free for buildings under 3 stories, and a $1000 subsidy per install for buildings higher than 3 stories.

"no more than 3" rather than "under 3". Sigh of relief for those in 3 storey buildings!

was reading something online the other day about a nz company having a device that converts fibre to analog so apartment owners can get vdsl through fibre without needing to run any cables to each apartment

That was nothing to do with UFB despite the mention of UFB in their press release.

It was merely a company providing an inbuilding DSLAM to provide services. There is nothing new about this and there are already a number of providers doing this.

I'm on the BC for my building and want to bring this up at the AGM happening shortly - how does the process actually get kicked off? My building is in the 'prior to June 2014' group - will the building be notified when it's ready (I assume I'll see them digging up the pavement) or does the BC need to enquire specifically?
