According to www.chorus.co.nz/sat and ISP's address checkers there is no VDSL available in Tauranga at all - is this correct?

You can get fibre in Tauranga why bother with VDSL

Not sure how you got that result. Chorus maps shows oodles of VDSL through out Tauranga.
