Not really, it just has a rumour that a uniform spec for 1 gigabit/second is being developed by the UFB product forum. The rumour is then kind of confirmed with a suggested timeframe of early 2015 to have the standards ready.
Once the standards are agreed there will be the usual implementation process to go through before they are actually used.
Nothing there guarantees that any ISP will be offering the high speed service.
