Softlayer run their own network, with a PoP in Sydney. I'd imagine every single NZ ISP has decent IX peering in Sydney, so they all should work about the same.
Edit: Assuming your IPTV is being hosted by Softlayer. Each network in Singapore has different routing policies, so just because you have a good connection to Softlayer SG doesn't mean other SG sites are the same.

Having said that seems to be a bit of variance in the results here but here's mine

I get better than that, tested over wifi, Slingshot ADSL2 connection
2degrees 100/20 UFB, nothing else much happening on the connection at the time.
70Mbps down, 13.6Mbps up, 132ms latency, 4ms jitter
if im going to be honest My Republic are $hit dont even bother with them, move somewhere else if you can. Anywhere but trust power would be a good start.
Seems gigabit on bigpipe ranges greatly between connections
