Recently moved into a flat around a month ago. Had the internet running for about 3 weeks with Skinny. Really disappointed with the speed. Was hoping/wondering is this the best I can expect? Or is there something I can do to try improve it? Master filter? It is quite an old house btw.

Your downstream attenuation is fairly high which could explain the slow sync and poor performance. Problem with VDSL is that there are many variables.

House wiring will certainly help but it could be $200+ exercise. Also the problem could be caused by the distance to the exchange cabinet. You might want to contact your ISP and discuss options wih them.

If you can get 4G Cellular and can live with a data cap, wireless broadband might be a better option.

if that is your average line attenuation then that is about as good as you will get . mine was around 22 and i couldnt get more than 18000kbits/s.

Common sense is not as common as you think.

You're quite far from the exchange and that's probably the main factor in the speeds. Neighbours are getting similar speeds.

However the house wiring might also be a problem going by what you say. A master filter might help, or you can try all the jackpoints in your house, and tidy up the wiring by disconnecting all unused jackpoints. (It's important to note even if you fix the house wiring we'd only expect to see a few megs more.)

No 4G, so unfortunately not much that can be done until fibre's here.

Like the literally hundreds of other posts on here from people asking the very same question there isn't a simple answer. You've pretty much just asked how long a piece of string is...

VDSL2 speeds will drop off the further you are from the exchange or cabinet. Based on those stats above you're getting pretty what you should be getting for that sort of attenuation.

Since nobody here knows where you live or the distance from the cabinet or exchange you'll really need to do some research yourself. What does the Chorus site show you as your expected speed? What speed do your neighbours get? What were your speeds on ADSL2+ previously?

If you don't have a master filter then installing would clean up your line, but the impact of this is going to depend totally on the results from above. It could give you a negligible increase, or it could see your speeds double if poor internal wiring is the cause of your issues.
