Check your upnp log under the plugins menu. It will tell you if the modem is forwarding your selected port to your computers ip address. Also look for 'mapped successfully' options

I am with slingshot and am pretty sure they dont throttle - but either the network just slows to about 40kbps per customer on some evenings or they prioritise other protocols as I never really find it slow.

Also you will want to check your settings
Heres what i use:
Connection:
- Port 3001
- Peer Sources all boxes checked
- Networks all boxes checked
Connection \ Transport encryption
- All boxes checked except for 'use the cryptoport...'
- RC4 minimum encryption
This allows you to connect with others using encrypted transport if you both support it. ISPs find this harder to throttle.
Transfer
- Max connections Globally: 150 for most free modems. If you have a really upmarket router you could raise this to 400.
Some modems like the dynalink RTA 1320? will crash when the concurrent connections go over ~180 and wont allow azureus to open new connections. This slows down the torrent because it can only connect to the currently open ones to get data from.

Seeding.
When you have finished downloading a torrent it moves to the completed panel, you must leave it in the completed panel (bottom half of My Torrents tab) still running. This shares the files with other people. Your seeding ratio is how much you downloaded over how much you uploaded. The ideal ratio is 100% or higher, or 1:1 or higher. The torrent tracker website will reward you in the future by prioritising you over others when downloading if you keep a good seeding record with it. If you dont let the seed ratio get to 100% or 1:1, you are considered a leecher and not good for the general torrent community and the tracking website will slow you down because of it. This is originally why i upgraded from a FS/128k to a FS/FS broadband plan becasuse i could seed and upload files faster so i could clear them from the completed panel. 99% of files can be opened while azureus is seeding them to other users.

It is quite possible you have leeched alot without seeding and the tracker no longer prioritises you. The other thing is that there may not be many others active on the torrent for you to exchange data with. Most torrent sites will give you a red / yellow or green bar as to how active it is - try only to go for the green torrents. Yellow - you can expect to download really slow and red is pretty much a 'dont go there' - you get the picture
