Connect speeds for 2 VDSL lines at same address

Line #1 - established

79183 / 28564

Line #2 - new

68935 / 13589

Both use Draytek DV130's with latest vectoring FW.

Is this a normal part of the new line training (Is this still a thing?) or do I have a dud cable pair?

Based on that upstream rate, i'd bet the second line is a loss of the copper lotto
