Just wanting to know if i get a dedicated circuit and SLA from my provider will that give me full line speed 24 7 with no peak times and on international speeds? and what sort of dollars am i looking at to do so

Ah, in that case I believe that your problem is latency, not bandwidth.
I'm guessing that you are running Windows (but not Vista or Win/7) rather than Mac OS X, xBSD or Linux. In which case, you need to fix the RWIN setting. See http://www.dslreports.com/tweaks
Until you do that, no increase in bandwidth will do you any good whatsoever.
If you are running XP, the registry setting you need to edit is:

That key does not exist by default. You need to add it.

hi sorry my mistake i do have tcpwindowsize and globalmaxtcpwindowsize in there and both values
are set to 0x0006b0e8(438504) does that sound right?
