I do not understand naked dsl. Wikipedia says it's a dsl line without the pstn service:

So when you change to naked dsl is the pstn service physically removed? Is it possible to go from naked dsl back to un-naked dsl?

It's pretty much just turned off.

If you want it again, they can just "turn it on" again, although you'll have to pay for it to be done.

The line is still phyically connected to the voice switch, it's simply not provisioned with a phone number so you'll get a disconnected tone.

Slingshot has problems when changing between nakeDSL and DSL services, it's almost as complex as changing ISP's for them, they even charge fees for the change over.

So when it's on, why do telecom companies charge a line rental fee? Is the fee for the power usage of the voice switch being turned on?

It's for the use of the copper between the home and the cabinet/exchange and the use of the equipment in the cabinet/exchange since the vast majority of broadband connections are wholesale connections using Telecom's equipment.
