What do you techies recommend?

In the current enviroment, a p2p downloader can blow their quota in no time, so is there a workaround?
Some ISP's offer free national traffic, yet most p2p filesharing is done using international traffic, so the question is obvious...

1) Is there a p2p program that allows the user to configure it to download off local/NZ people only?
2) How do you find and connect to local/NZ people

I read an interesting article, quite dated, but exactly what I'm talking about...
An old website used to provide just such a service, www.p2p.net.nz which has since been shut down.
I notice that 'direct connect' DC++ is mentioned, and posts to the nz.comp newsgroup offering connection to a private hub...

A paragraph from the article:

"Because p2p.net.nz was run as a New Zealand only model, traffic to and from the site was predominantly local. Traffic on Telecom's JetStream Starter service and TelstraClear's Paradise cable network do not charge full rates for national traffic, so users weren't paying for the downloads. On top of that, connecting to other file sharers locally means the connection speeds are much faster than trying to connect to someone overseas. Orcon typically blocked international traffic to the local hubs."

DC++  (Direct Connect) is indeed what you are looking for. Beleive it or not, Orcon used to host some NZ DC hubs for this exact reason - so NZers could ensure only local people would connect (they only allowed nz ip's to connect).

This was back in the Jetstart days, and it was a great p2p service. Unsuprisingly Orcon were either given some pressure from RIANZ etc, or just realised that it was a bad idea for them to be involved and pulled the plug.

I think some NZ only hubs still exist, but I don't know where to find them sorry :-/ they've all gone "underground" as it were. Probably a savy teenager would know of them hehe!

Are there more of these lists around?
And do they move around alot to keep thier profile low?

Google is good for finding them, but the best was is to get into a NZ hub and ask arround.

Well after working on the config and gettin used to the basics of the program, I think I now have it sussed....

For all those interested in the results (for the serious downloaders):

A couple of good New Zealand only DCC++ hub websites:

And ISP Quicksilver is proberly the best to recommend, if the plan is simply to use the net for just the basics - surfing websites, email, chat etc (international traffic), and ya do ALL your downloading using this program and with local NZ hubs (local traffic)

Quicksilver offers a 5gb quota, with free national traffic (does not count against your quota at all) at 3.5mb per sec, for only $50 per month, then throttled after that....
If ya do all your downloading nationally, 5gb should be more than enough for cruising the net etc....perfect!

I used to be quicksilver when I used to download off DC++ - be careful thoguht foreign IPs do get in and sometimes at quick speeds too so it may chew up your caps even though if you think you are downloading from a local IP
