Just received:

The Commerce Commission today published a register of telecommunications companies who are wholesale customers of Chorus’s telecommunications services.Following the separation of Chorus from Telecom Retail on 30 November 2011, the Commission must maintain a register of companies that Chorus may supply with telecommunications services.

There are approximately 30 companies on the register. Most of them are internet service providers or network operators who will use Chorus’s wholesale services to compete with Telecom Retail, Gen-i and Xtra to provide telecommunication services to retail customers.

The register can be found on the Commission's website along with information on:
• the Commission's process for adding companies to the register
• current applications the Commission is considering for a company to be added to the register
• how to receive updates about the register
• guidelines for making a complaint.

ya that is funny... I can see the humour in that... but one the serious side, there is a very valid point as well.

My observation if Chorus is that it's a closed shop to smaller local players.

If I wanted to just put a small mini dslam in a local cabinet because I'd like to provide service to 30 customers in my local area, I can't.

It's a closed shop to small innovative providers who want to give something a go.

I could set up a dairy in my area, I could set up a taxi company, I could set up a lending firm, but I have no access to layer 1 resource.

Is the same going to be true with UFB? Will 'I' be forced to use layer 2 or 3 services from a much bigger fish and split what ever profit there is to get access to a single core fibre?

From the Commerce Commision's website

"Chorus or any user of telecommunications services may make a written application to the Commission to add the user’s name to the register.

Applications must include:

Name of user
List of telecommunications services that the user intends to purchase from Chorus
Evidence that the user will not self-consume more than 25% of the services supplied by Chorus. For example, a business plan showing an intent to resell the services
List of all related parties to the user as defined by Section 2(1) of the Companies Act 1993."

So there is the process on registering, at least at that level. Getting Chorus to supply your company with your services might be a different issue however

Interesting to see Datacom Systems on that list.

I'm not fully across their offerings portfolio but am a bit surprised that they're (potentially) entering the Telco SP space. ( Not saying there's anything wrong with that, just surprised)

Sometimes I use big words I don't always fully understand in an effort to make myself sound more photosynthesis.

Fair enough. My comment was based on 'less than 25%' for own use. Easy enough to do I guess if they have customers with kit co-located at both sites to put a 'comms bandwidth or usage' line item on the invoice.

We're colocated at Datacom in Auckland... That would explain their need of "wholesale" ;)

I think you'll see a lot more niche players on the other LFC's lists.

Interesting to see no Ubergroup, I take it they are not going to try and serve areas outside of Northland.

Whilst this is far from an official statement we've had no need of a Chorus or Telecom wholesale account before. Most of those on the list aren't just coming onboard now, They have been around for a while. We're going to let the dust settle a bit from the split and see what the actual and final LFC RSP contract is like before signing up :)

As anyone who's been involved will know, that contract has "evolved" alot in the past 6 months

Most problems are the result of previous solutions...

This isn't quite true. Anybody can install equipment in a Chorus cabinet, and the prices for the service are regulated.

As for your scenario Teamtalk have installed a DSLAM in one area in Wgtn next to a rural cabinet (which provides no DSL services) and provided their own backhaul, so there is clearly a precedent for what you want to do and presumably no reason other than cost as to why you can't do it. I know Teamtalk are looking at other areas at present that are not part of the RBI cabinetisation to expand this offering.

Please accept my apologies guys, I wasn't actually suggesting I specifically want to do what I suggested.

My experience is that as a small guy I can't do it. I did a bit of investigation in to what was possible earlier in the year and felt like I got bounced out the door.

I don't really regard 'TeamTalk' as a small guy. So I'm not sure that holding them up as an example is quite valid.

My point really was as a new comer I don't really feel the door is open.

My personal, current view is that it's a very different world to the place I remember in 1989 when I signed up for an account with Telecom Equipment Supplies. At that time the company was all about facilitating the market with products and services from training to finance support.

When I rang Chorus I spoke to a guy who seemed like he really wished I'd not made is phone ring and was pointed quickly to Telecom Wholesale.

Telecom Wholesale were very nice... well the first guy, the woman I spoke to next was quick to tell me I need a $100k assurance even to have a conversation.

In 1989 I filled out a single page form, which I faxed back to them, started with a tiny credit limit and my account was well managed from there.

I was 19 and they were keen to talk business.

...oh, and for those who want to bash me as a telecom hater... pffft... Telecom trot me about PABX's, which took me to CDR programming... and opened many doors and helped many local people build small businesses. Some won fortunes and some lost millions.

I don't see that same kind of local investment into small New Zealand business today. It's like you have to have a big business to do business with them now.

I fully agree with you Don.

I would love to start putting dslams next to their old PCM cabinets and running my own backhaul but the cost of getting started (training in chorus systems, software, insurance premiums, cash flow and credit requirements) is just too much.

This is in addition to the regulated pricing per line that you pay.
So unless you are really looking at larger scale deployments its not worth it.

For a cabinet serving 20 homes - not worth it. It costs more for the getting started crap than putting in the cabinet itself.
