They have been doing quite a few annoying changes lately. One is with image search. At one stage parts of image search additional option were missing, but I see they now have the at the top of the page instead of down the side. 


Why are they so persistent in changing the design? Are they having trouble getting it right or is the design team just bored haha?

I've just gotten the YouTube homepage update people were complaining about. Seems okay to be actually, I hated the old one.

They change the design because there's always room for improvement. No one is bored.

They run A/B tests in huge groups, sometimes entire countries - the Google features you see here may not be the same they see in Australia. Those tests help determine what is the best page depending on their metrics - search results clicks, more use, more ads, whatever these metrics are.
