Ragnor: I'm a fan of the Intel NUC's, I would look at:

Intel NUC D54250WYK (i5-4250U cpu, HD5000 gpu) ~$540
Kingston/Crucial/Other 2x8GB (16GB) DDR3L (L = low voltage aka 1.35) SO-DIMM ~$200
Intel/Samsung/Crucial 250GB mSATA SSD ~$250 (or 400-500GB can be had for $380-400)
Total ~$1000

Leaving decent budget for nice monitor eg: Dell Ultrasharp.

A small nvidia graphics card can help Photoshop, can you put one in a nuc?

No but the HD5000 is surprisingly decent, better than previous generations by a lot and comparable with low to mid range nvidia gpu's (not higher end nvidia stuff obviously).

Can't find any recent HD5000 photoshop benchmarks but previous gen HD4000 was keeping up pretty well in Photoshop CS6 (and HD5000 is better), see here:

Benchmarks do suggest the HD5000 is almost as fast as a 630 card. It's also supported by Photoshop. So I don't see any need for a separate video card for Photoshop. Fast Picture Viewer, a culling program I use, does use the fast video ram to cache images so I can cull quickly.
