TimA: +1 DravidDavid for noctua. My 4th gen runs super cool. I sit at 100% load with a $60 cooler @ 64 Celsius.
I am running a cooler master heat tower thing with 2 noctua fans either side, Push pull. Super cool and quiet.

DravidDavid: If you are spending money on an after market cooler. I HIGHLY HIGHLY suggest/recommend you go with Noctua. They are the best on the market and for not much more money. The Generation 4 Haswell chips run quite hot. If you are planning on over-clocking, or even running the CPU for extended periods at above 80%, I suggest looking for a more aggressive cooling solution over air. Noctua fans are also some of the best if not the best on the market.
I would ditch the Seagate drive and look for a Western Digital equivalent, but this is personal preference. I've had Seagate drives fail all day and have yet to have a Western Digital drive fail on me yet (touch wood).
Can't say I've played with Windows 8.1 Pro, but I'd still go with Windows 7 if it's just gaming you are doing. I don't see the need for anything else. Windows 9 based on Microsoft's history is the one you want to buy anyway lol. :P

Fair enough. Buying two operating systems for one is a better deal in that case.

He wont be doing any over clocking, it will mainly be gaming and web browsing
I will probably just go for windows 7 as it is cheaper and more than most of all my IT friends tell me never to go near windows 8 and just wait for 9
Very over budget, would i reduce the graphics card if he is not willing to spend that much? or cut costs in other places?
