What 2 drives were USD $250 including shipping?
I think they take their NZD conversion price and if that is within $30~ of threshold they generally collect the fees.
They charge you how much they think customs fees will be, if its less you receive the difference in customs fees back after 21 days or so.

 I had this issue when I was looking at buying 2 5TB drives, came to maybe like $380~ NZD but wanted customs fees collected. If your not tight for money I guess it wouldn't be a big hassle.

Seagate 4TB (ST4000DM000) was US$125 ea. Shipping for 2x drives to NZ was US$20 or US$22 (Amazon vs Newegg). So ~US$270 inc shipping. So just under NZ$190 per drive landed with current exchange rate.
