One of those Mobos as Wifi and an extra PCI slot, and is cheaper than the other which is special order. Seems like an easy choice.
Did you check the motherboard RAM compatibility list?
Boeingflyer: What graphics card are you getting? Seems like that will be the biggest cost and is missing.

That Noctua NH-D15 cooler is now $169 at Computer Lounge, as well as the ROG Strix X570-F Gaming mobo for $369 and the Samsung 980 Pro 1TB for $279. The 5900x is also $799 there if you wanted to save on shipping
The X570-F is the more premium of the two; better VRM, Intel NIC, better audio package, heatsinks for the M2 slots etc.
You do get Wi-Fi built-in for the TUF board though, if that is a value add for you. It is certainly overpriced where it is now though, it was previously down around the $300 mark.
I actually ended up with the X570-E Gaming board (same board as the x570-F, but with an extra 2.5gbps capable NIC and WiFi) when I was building my unRAID box, but I was originally looking at the X570-F as the best option for the price.
Consider the Be Quiet Dark Rock Pro 4 if you want an effective, virtually silent cooler. I got mine from Amazon US, but AU has it and shipping is generally fast and cheap. Not sure about the Noctua D15, but the Noctua NH-U12S was really not great. The 10 year old Noctua I had on my old computer was great, quiet and effective.
The reviews had me leaning towards X570-F with some of the features pointed out by Snake and I prefer a wired network connection. X570-E seems out of stock everywhere and if PB can't get the F on order, TUF it is. Ram is compatible with all of these too
I have a friend working at PB who can help me with discounted prices/matching.
I will research and consider the rock pro 4. The new case was to make sure this D15 beast of a cooler fits as my current case is too small.

Gigabyte Aorus B550 Pro works well with my 5600X, very stable. I can't remember the difference with the X570 platform, or why I went for pro level. Typically I buy low in the range of a good brand with the chipset I want, but it had some feature I wanted.
Im pretty sure i have a TUF Gamining B550-Plus board here which has only been used briefly.
The version 1202 which is before things were upgraded to 2.5g ethernet and i believe it supports 5000 series
Looking back on it, the only reason I went for the X570 was for more I/O options as a server; for a gaming/workstation build, I would be inclined to agree with @timmmay and go for a premium B550 board like the Aorus Pro or MSI Tomahawk than a cheap X570.
GN did a great video round-up on X570 & B550 boards to consider and rated the B550 Aorus Pro. If you want the in-depth read, they also did a good in-depth article on the X570 vs. B550 differences.
I have the D15S on my 3900x and it is barely audible above the HDDs. Being a server though, it doesn't have the same workloads as gaming TBF
