The Professional 'Plus' is a dead giveaway that it's not legit.

https://answers.microsoft.com/en-us/msoffice/forum/all/microsoft-office-2021-professional-plus/af7098b2-1310-42dc-be4f-3ea4536987ca

"Hi Nadia, Microsoft Office 2021 Professional Plus purchased online are not legitimate. They are sold in contravention of the Microsoft licence. They may work for a long or short time but Microsoft will disable it."

"Office Professional Plus is a volume license not sold to individuals."

Sometimes when you go cheap, you have to 'pay twice' - I guess that's Karma.

Before Office 365 was a thing, students used to be able to get a single-user copy of Office 2010 Professional Plus at academic discount from Cyclone. Still got my copy somewhere. Not sure te rationale for Professional Plus as opposed to Professional.

From experience
(customers PC ), after re-install, could not activate.
Rang MS ph activation, talked to MS guy , he said it MS will not activate it as it was not allowed to be sold in NZ (his words , sort of)
ie , they knew it was grey market / vol license

In the past , Ive seen PLENTY of MS product deactivated for various reasons. It happens .

I presume they may also be hockings HUPs for money which are by extension a vlk/pro plus but linked to personal to activate once the link is obtained via eligibility.

https://www.microsoft.com/en-nz/workplace-discount-program

Ie, prob got some poor business domain access and creating bs user logins. And forwarding buyers the activation details.
