i have a PNY behind tempered glass, i don't hear anything.

It really depends on the model of card, the first production of 4090’s were all overkill in specs for 600W profile.

You have to scour for specs on what the power delivery is for each specific board, and again it doesn’t necessarily equate to if they will coil whine. It also certainly isn’t worth paying some extra couple hundred for any difference unless you plan on overclocking. Reviews will point out if a model has anything to worry about.
Performance is whatever for me, as long as it's within the average. The noise is what grinds the gears. And everyone isn't certain. ASUS gets the most then MSI. Gigabyte/PNY has the least. But it's not an objective thing. I mean I can confirm ASUS TUF is horrid.
Quick update:
PBTech messaged me it was faulty after 2 weeks. Got a full refund. Went for the aorus master and it's whisper quiet under the same benchmarks. I can't hear coil whine.
Seriously, ASUS is disappointing as hell. Also been lucky with my PBTech branch, they've been pretty good for all my RMAs.
